Executive Summary
The executive summary is the Project Information Model’s investment committee gateway. It should explain the project in clear institutional language and allow a reviewer to understand the decision request before reviewing the detailed chapters.
Required Narrative
Section titled “Required Narrative”The summary must cover the investment thesis, adaptation problem, project solution, sponsor and operator capability, site readiness, stakeholder structure, technical design, revenue and repayment logic, total project cost, financing plan, RICA project-loan fit, key risks, mitigations, safeguards, stewardship design, implementation timeline, and requested decision.
Use short paragraphs. Avoid promotional language. State what is evidenced, what is assumed, and what remains conditional.
One-Page Investment Committee Brief

Required Attachments
Section titled “Required Attachments”The summary should reference the financial model, risk register, evidence register, implementation schedule, compliance tracker, Atlas mapping, and open issues log. If those items are not complete, the summary must state the gap and the responsible owner.
