The O&M plan explains how the asset will remain operational after commissioning. It should define the operating entity, staffing, SOPs, preventive maintenance, service indicators, data capture, reporting cadence, and material-event escalation.
| Area | Required Description |
|---|
| Operating entity | Legal identity, mandate, management team, and accountability. |
| Staffing plan | Roles, qualifications, training, shift plan, and backups. |
| SOPs | Operating procedures, safety, customer handling, quality, billing, and reporting. |
| Maintenance | Preventive schedule, breakdown process, spares, vendors, and lifecycle replacement. |
| Budget | Annual O&M budget, escalation, reserves, and funding source. |
| Reporting | Metrics, cadence, Atlas uploads, material-event triggers, and investor reporting links. |
| Indicator | Definition | Baseline | Target | Cadence | Evidence |
|---|
| Availability | [Definition] | [Baseline] | [Target] | [Cadence] | [Log] |
| Throughput / service volume | [Definition] | [Baseline] | [Target] | [Cadence] | [Log] |
| Quality | [Definition] | [Baseline] | [Target] | [Cadence] | [Test] |
| Downtime | [Definition] | [Baseline] | [Target] | [Cadence] | [Incident log] |
| Customer or user feedback | [Definition] | [Baseline] | [Target] | [Cadence] | [Survey] |
| Issue / Obstacle | Description | Countermeasure | Owner |
|---|
| Skilled personnel | Specialized operation requires trained staff. | Training plan, certification, operator backup, and local capacity building. | [Owner] |
| Equipment degradation | Continuous use can reduce performance. | Preventive maintenance, spares, OEM support, and maintenance logs. | [Owner] |
| Billing and collection | Delayed or inaccurate billing affects repayment. | Metering, digital records, collection policy, arrears escalation. | [Owner] |
| Resource waste | Water, energy, or feedstock losses reduce margins and resilience. | Monitoring, leak detection, efficiency targets, and incident reporting. | [Owner] |
| Non-compliance | Permits or operating rules may be breached. | Compliance calendar, responsible owner, audit, and material-event escalation. | [Owner] |
Operating incidents become material events when they affect safety, legality, repayment, asset availability, community trust, stewardship obligations, or investor reporting. The O&M plan must define thresholds and notification timelines.
