This chapter explains why the project is needed and why the proposed RICA asset is an appropriate response. It should connect local adaptation need to a credible market or service model without turning the Project Information Model into a generic sector report.

Source Discipline
Section titled “Source Discipline”Every market figure must cite its source, publication date, geography, and relevance. Sponsors must distinguish measured local data from national or global benchmarks. If a figure is estimated, the method and assumptions must be stated.
Acceptable Sources
Acceptable sources may include government statistics, regulator filings, audited sector reports, customer surveys, buyer records, credible market studies, peer-reviewed research, satellite or GIS data, operating data from comparable assets, and verified sponsor records. Unsourced claims, unattributed web snippets, and stale market estimates should not support financing assumptions.
RICA Rationale
Section titled “RICA Rationale”The chapter must show why the project belongs in RICA. A project may be commercially attractive but still fail RICA review if it does not address rural climate adaptation, maintain asset-level transparency, include local participation, and support measurable resilience outcomes.
